Recommendation: Receive A Report And Recommendations Encouraging The Public To Initiate A "Do Shoot" Campaign Urging Anyone Who Sees Someone Being Pulled Over By The Police Or Being Arrested To Shoot Video Of The Incident With Their Cell Phone Camera As A Means Of Self Defense
I request that item 7.9 Establishing The Right To Photograph And Record Police and 7.10 Encouraging The Public To Initiate A “Do Shoot” Campaign be pulled for the following reasons:
Item 7.9 “Establish the Right to Photograph, Video and/or Audio Record Police …” wrongly speaks of “Establishing The Right” when the constitution guarantees this right and the recently signed SB 411 reaffirms this right.
In addition to a title change, item 7.9 should be reworded to be consistent with SB 411.
For item 7.10, delete all language in regards to “DO SHOOT,” and any “DO SHOOT” promotion efforts or campaigns for obvious reasons.
If the attempt with these two items is to educate the public, then there should be some focused language that (as Senator Lara states) “help erase ambiguity, enhance transparency and ensure that freedom of speech is protected for both civilians and police officers.”
