Recommendation: Receive An Informational Report On Funding Strategies For Consideration In City Council's Fiscal Year (FY) 2017-19 Biennial Budget Deliberations. The Investments Outlined Below Are Designed To Relieve Human Suffering Currently Being Experienced For People Who Find Themselves Homeless Especially Those Who Must Live Unsheltered On Streets
The city of Oakland needs to renew its SHELTER EMERGENCY ORDINANCE. While it was enacted last year, there was little followthrough and the numbers of homeless people living on the streets in unsafe and inhumane conditions has continued to rise. The Village/The Promise Land provided safe tiny homes at zero cost to the city and with support of the local community, yet it was torn down and its residents criminalized. We need the emergency ordinance to allow for the use of both public and private lands to build shelters for people, allowing for solutions to be implemented without the strict codes, regulations and bureaucratic delays. Solutions like the Village/the Promise Land.
A lot of creative solutions are being implemented by people on the ground, and the city should support this work. We can be a model city by making this a top priority and following the lead of people who are already taking steps in this direction. I would like to see the city of Oakland declare a "crisis shelter state of emergency", and allow for solutions that use both public and private lands to build shelters for people. This state of emergency must allow for innovative public and private partnerships that think outside the box, outside of codes and outside of regulations. The solutions must include models like the village/the promise land/zero cost models to be implemented and decriminalized, and the city must release a list of all public lands not yet sold to developers and that these lands must be used to provide homes for the homeless.
