S15 16-1219 Subject: Revenue-Neutral Carbon Fee From: Councilmember Kaplan Recommendation: Adopt A Resolution Urging The United States Congress To Enact A Revenue-Neutral Carbon Fee

    The timing of this resolution is apt. Given President Trump's announced intention to withdraw from the Paris Climate Agreement, it is up to local and state leaders to fight for policies on mitigating catastrophic climate change. This resolution would send a strong signal and put our city in league with other major metropolitan areas urging Congress to enact a carbon fee and dividend system.

    Closer to home, the policy would have major benefits for California's 13th Congressional district, specifically. The dividend scheme would predominantly benefit lower income families, increasing consumer spending power and fueling services-sector job growth in our local economy.

    There's never been a better time for Oakland to show it's leadership in combatting climate change by supporting a fully rebated carbon fee. Everyone agrees that a price on carbon is the quickest way to reduce emissions and this solution provides a bipartisan model with proven economic benefits. As a citizen of Oakland I'm proud you've introduced it and hope everyone will support it.

    Now is an excellent time for Oakland to join other Bay Area cities in support of a carbon fee and dividend. All the studies show that this proposal will be effective in reducing CO2 emissions and at the same time rebate consumers to cover the costs, with lower-income people even coming out ahead. It's a winner all around.
