7 18-1663 Subject: 3Y Paving Plan

Recommendation: Adopt The Following Pieces Of Legislation;
1) A Resolution Establishing A Three Year Prioritization Plan For The City Of Oakland's Complete Streets Paving Program (2019-2021); And
I cannot support this plan until the committee considers the condition of Brighton Avenue, 94602, north of Park Blvd, between highways 13/580. The street has a steep grade, deep potholes, and dangerous fissures. The pavement gravel is so eroded that vehicles in motion have lost traction and hit parked vehicles, and people have slipped and seriously injured themselves. This street must be prioritized.
Excited about Oakland Streets getting some badly needed repaving. However, there is honestly no way that “inspection units” that offer "a representative sample of the street" would produce a result that the long block of Madeline Street between Maple and North End (a dead-end street included in the paving plan) is in worse condition that the two short blocks of Madeline between Coolidge and Laguna (which serve as additional routes to and from Bret Harte School and Fred Finch Youth Center, are in much worse condition, and are excluded form the paving plan). Perhaps the inspector got the two sections mixed up? I request these sections of Madeline be re-inspected immediately and the indexing be corrected to facilitate Madeline Street between Coolidge and Laguna being included in the paving plan.
