I call on the Council to adopt an ordinance to provide for individual criminal penalties for any peace officer who discharges, causes to be discharged, or lies about the circumstance of the discharge of tear gas, flash bangs, or other indiscriminant weapons in the City limits. The good faith I had that these weapons can be used in a manner fair and consistent with the Constitution, law, and OPD policies is gone. The Council must act.
I call on the city to make OPD to responsibility for their reckless spending practices & murderous violations of their policies & the law by suspending any remuneration for unauthorized overtime or civil suit costs & payouts. Let the OPD learn to be responsible for its actions.
I call on the city to conduct a study of the internationally acclaimed community policing model in Whitehorse, Yukon, Canada. In this model, officers are well trained in conflict resolution, intergenerational trauma, mental health issues, and critical incident stress management. Most importantly, they have successfully brought down the murder rate from the highest per capita in Canada to one of the lowest WITHOUT firearms.
I implore you to
1) Study the Whitehorse model;
2) Divest $15MM from the OPD budget;
3) Invest $15MM/yr in a 3-year pilot program, committed in this budget cycle.
