Recommendation: Adopt A Resolution Confirming And Ratifying The Existence Of A Local Emergency Within The Territorial Limits Of The City Of Oakland Proclaimed By The City Administrator On September 13, 2020 Pursuant To Oakland Municipal Code Section 8.50 And Government Code Section 8630 Due To The Health Impacts Of Major Wildfires Burning Throughout California, Oregon And The State Of Washington On The City Of Oakland
It has become apparent that the eviction protections that Oakland put into effect to protect our residents from evictions during the pandemic emergency are not well known or well understood by too many of our tenants and landlords. This is evidenced by observation of increasing numbers of Oaklanders arriving homeless at encampments. I urge the council to initiate and fast-track a massive public awareness campaign to prevent trauma and further exacerbation of our already enormous number of unhoused residents. Please inform Oaklanders of their rights during this eviction moratorium and protect their ability to stay in their homes. Thank you.
