    In general, I support this ordinance. As a small landlord, I want to be present when installers are present. We have had access with lines draped across an open yard, access directly through a roof rather than under an eave, and other novel but inappropriate installations. I do not dispute that access should be given to any provider of a tenant's choosing. However, how and where such access is installed should be at a minimum subject to the owner's veto. I have never been given the planned installation details by a provider.
