6.33 23-0599 Subject: Coliseum Connections Relocation Assistance

Recommendation: Adopt An Emergency Ordinance (1) Amending Resolution No. 89605 C.M.S, Which Allocated $750,000 In Former Redevelopment Funds In The Affordable Housing Trust Fund To The Affordable Housing Health And Safety Rehabilitation Program And Authorized The Use Of Those Funds For Relocation Assistance To Low Income Tenants, To Allow The Use Of Such Funds For Relocation Of Tenants Of The Coliseum Connections Project At 801 71st Avenue Without Regard To Income, And To Allocate An Additional $650,000 In Former Redevelopment Funds For This Purpose, (2) Waiving The Low Income Restrictions In Oakland Municipal Code Section 15.62.040.C On The Use Of Former Redevelopment Funds For Relocation Or Rehousing Of Coliseum Connections Tenants, And (3) Amending Resolution No. 89672 C.M.S., Which Authorized Contracts For Lodging Displaced Coliseum Connections Tenants Until The Earlier Of July 31, 2023, Or The Completion Of Repairs, To Extend This Authority To The Date Coliseum Connections Is Ready For Re-Occupancy
Hello I am a tenant of coliseum connection apartments. I’m requesting additional funding for my self and displaced residents. The reason being is that like many this flood has been a nightmare. I lost everything, and all my bills have increased because of this. I lost my vehicle, so my car note has increased, my car insurance has increased, my renters insurance has increased and not to mention I lost my main source of income. As a single mother I’m at my breaking point
The residents of the Coliseum Connections for the past 197 days have been displaced from their homes and have had to live in hotels or move away from their homes while our building is repaired. During this time residents have been: forced to live in unsafe conditions, threatened with eviction from their hotels, promised FEMA assistance and then demanded that assistance be returned, promised with a return date that is constantly pushed back, among other issues. All while the landlord, Michael Johnson, has stated that he does not believe he must pay relocation fees to residents as required by Oakland law. 100s of Oaklanders, Black, Brown, Asian, White, women, children, disabled have been displaced by this disaster and has received little to no assistance from Michael Johnson. Johnson has also responded that he would continue not to provided assistance for returning residents when presented with demands by the Coliseum Connections Tenant Association. The poor management of our building began almost as soon as Coliseum Connections first opened. The City of Oakland must step in to provide assistance to the residents of Coliseum Connections now and going forward. I urger the council to pass this ordinance and to pass further ordinances to ensure Michael Johnson and corporate landlord like him, can no longer continue to hurt Oaklanders. If the City does not help the residents of Coliseum Connections I fear no one else will.
