6 23-0655 Subject: Exclusive Negotiating Agreement With Oakland Pro Soccer LLC For The Malibu Property From: Economic Workforce Development Department Recommendation: Adopt A Resolution (1) Declaring A Proposed Temporary Outdoor Soccer Venue And Ancillary Support Spaces (Temporary Project) As Exempt From The State Surplus Land Act, Meeting Criteria Under Guidelines Section 102(H); (2) Authorizing The City Administrator To Enter Into An Exclusive Negotiation Agreement (ENA) With Oakland Pro Soccer LLC And Alameda County For The Potential Lease For The Proposed Temporary Project On The Malibu Property Located At 8000 South Coliseum Way, Which Is Co-Owned With The County, For A Term Of Six Months With Two Six-Month Administrative Extensions And Payment Of Nonrefundable ENA Payments Of $25,000 And Extension Payments Of $25,000 To Each Of The City And The County; And (3) Adopting California Environmental Quality Act Findings;

    I urge the city council to move forward with an ENA. Oakland has a rich sports history and a passionate fanbase. My children already love the Roots and Soul so I hope the city will fight for our community to keep our teams in Oakland. Roots/Soul have done great work in the community, and they have done it much better than other pro teams in Oakland that shall not be mentioned. I hope Roots/Soul can join forces with the city to make Oakland even more beautiful!

    Thank you to the Council for moving forward on the ENA. Oakland Roots and Soul are committed to our city and our community and we want them to have a home to play at here in Oakland!

    I urge the City Counsel to move the ENA forward! The Oakland Roots, Oakland Soul and Project 510 have proven to be committed to this community. They are a huge asset and this project can bring some life to East Oakland!

    I strongly recommend the committee approve the ENA. Oakland Roots Sports Club has taken five years to do research and build relationships to ensure that they not only bring professional soccer to Oakland, but that they are deeply rooted in a commitment to justice, equity and meaningfully contribute to the vibrancy of The Town. They have even started a 501c3 to extend this commitment to Oakland youth and families in perpetuity. They deserve a temporary place to play and build community while they identify and secure a permanent stadium. Please approve the ENA!

    I fully support an ENA for a privately financed temporary (permanent too) stadium for the Oakland Roots/Soul soccer clubs at the Malibu site. They are establishing themselves as a critical and vital asset for our city, but they need to be in Oakland. It's worth doing all you can to see that they are truly rooted and able to provide an accessible and world-class experience. I urge you to work with them as they find creative and lasting solutions to grow the club for us fans of soccer and of Oakland.

    I urge the City Cousel to move the Exclusive Negotiation Agreement forward. The Oakland Roots, Oakland Soul and Project 510 have been valuable community members here in the City Of Oakland. They are committed to Oakland and truly Rooted. They've done the work to recognize the history of the land here and are inclusive of the richly diverse community that Oakland encompasses. The Malibu lot has sat empty for way too long, it's time to give Oakland something to cheer about, celebrate and enjoy.

    Please move the ENA forward! I’m a district 3 resident and have seen all the good things the Roots and Soul have done for our community. We need to keep these teams in Oakland where they belong.

    I urge the committee to confirm the city staff's recommendation of moving forward with the ENA. This is a great opportunity to explore expanding use of an otherwise underutilized space.

    I urge the city council to move forward with an ENA. Oakland is a sports town, and a championship city. We need this to help restore what we truly are. A community that loves pro sports and galvanizes around that. Roots/Soul have done work in the community, and they’ve done it well better than other pro teams in Oakland. So I urge the city to love this forward. Let’s take advantage of the WC 2026 in our backyard. Let’s move oakland forward!
