I am a 22 year resident of West Oakland. I've lived through many ups and downs here, but things have never been so bad. my beloved classic car was stolen 7 months ago from West Oakland BART. I have spent every single day crying and trying to find her. It has been an incredibly sad, frustrating and lonely existence. Since then, there seems to be an avalanche of car thefts, car jackings, break-ins. Every single day. I have since acquired another car, but I am literally afraid to drive it anywhere. While I wasn't physically harmed, I was mentally harmed. I feel helpless, and I know so many others feel the same way. What can be done?
"Hi, my name is Danika and I was a participant of BOSS in their GBV Employment program.BOSS staff helped me find employment at a very critical time in my life. Without support from BOSS or funding from DVP, not only would I have not been helped, but also the many others who are in a similar situation will not be able to receive the timely assistance needed. Please vote yes and help make Oakland a safer place for all."
These programs currently have no accountability or way to measure impact - this should be a requirement before giving away any money, along with regular progress reports to the city and taxpayers that outline how/where the money is being spent, what key performance indicators they are measuring, and how they're tracking against those.
In the June budget, the city council cut millions of dollars from the DVP budget while increasing the police budget by $20m per year, bringing their budget to $360m/year.
The increase of $20m/year is the equivalent of approximately 70% of the entire proposed budget for DVP.
The effects of the cuts to DVP grantees have been clear, as crime has risen in their absence. It is clear that what is needed is to restore the funds cut in the last budget cycle and to approve the increased funding to the department.
A yes vote to the DVP proposal will show that our council cares about preventing violence in Oakland, and is committed to investing in what works by restoring funding.
Since the 2019-2020 fiscal year, the department of violence prevention has seen a budget increase of nearly 26,000,000. At the same time, violence has been trending up sharply in Oakland, and now we are in crisis. Two mothers were shot IN THEIR HOMES this week. While we recognize that violence prevention is necessary, the city must be accountable for showing metrics and connecting money spent to measurable outcomes. Given the city's recent failure to submit a grant proposal on time and this council and the mayor's decision to reject a grantwriter position for OPD that could have handled this, I strongly oppose the allocation of additional funding here.
6.35 Subject: DVP FY23-25 Grant Agreements
From: Department Of Violence Prevention
The city Administrator , Mayor and Council need to go back to the State and beg for Grant monies for Public Safety in addition to prior measures funding. This is unacceptable to brush off and disregard any opportunity for reconsideration. With such a great deficit, we cannot afford to misstep with help from the state. Parcel taxes cannot continue to rise causing hard working taxpayers to lose their homes.
Violence prevention programs are essential to helping address issues in Oakland. These programs provide important violence prevention, victim support, and community safety and healing services
It is unfortunate that we have to continue to fight for funding to go towards community programs when that should be a priority.
