6.3 23-0630 Subject: Declaration Of A Local Emergency On Homelessness
From: Councilmember Kaplan
Recommendation: Adopt A Resolution Renewing And Continuing The City Council's Declaration Of A Local Emergency Due To The Existence Of The City's Homelessness Crisis
The council is abusing their ability to declare emergencies. The City Council needs more public scrutiny. The Emergency ordinance reduces public input and transparency.
LIVE IN OAKLAND: Hello my name is Dieudonné Brou from Urban Peace Movement. As an Oakland resident of D 3, I work in Oakland, my family and community are in Oakland. This is our home. We all want a safe city for our families and ourselves. What keeps us safe is deep investment in prevention services and programs. We know that these programs work to decrease crime and create safety.
I came here today to oppose any cuts to the Department of Violence Prevention. These programs provide critical violence prevention, victim support, and community safety and healing services at a time when Oakland is in great need.
We want to thank Mayor Thao, the City Administrator’s Office, and the DVP staff who worked together to find additional funds so that most of these painful cuts can be avoided. We are so thankful to hear this news.
We don’t want to see any cuts to the DVP! We need a comprehensive approach to safety and real tangible solutions that work. The DVP represents this comprehensive approach.
We all want a safe city for our families and ourselves. What keeps us safe is deep investment in prevention services and programs as the center of a robust, comprehensive set of public safety solutions.
We also know that crime goes down when the DVP is fully funded because community organizations provide much of the critical support folks need to sustain life and build community.
The city should require at least 50% affordable housing. Also, instead of passing the HSO, they should instead institute an inclusionary
zoning ordinance - which is a better way of achieving the goal of more affordable housing.
20% is not enough, we deserve 50% at least. Or else there will continue to be issues. My Name is Ebony.. We need help with the homeless. Lots of us are a couple of checks away from being without housing,.

This declaration seems more of an impedance, hindering any progress addressing the unhoused community.

My name is Lisa and I am writing because the city should require 50% affordable units and affordability based on neighborhood AMI, not regional AMI!

zoning ordinance - which is a better way of achieving the goal of more affordable housing.
My name is Kenitra and 20% is no where near enough of affordable housing. 50% is the minimum needed for affordable housing
