    What is the $82,778 for overhead for, and where did it come from? Could OPD use the grant funding for overhead costs, and reduce the amount of GPF going to OPD?

    Is the $82,778 for overhead that is being requested from the general fund by the police department money that was already allocated to them in the budget or is this additional general purpose fund money? Can they receive and manage the grant funds without this additional overhead expenditure? Was this grant anticipated and if not, can their GPF allocation be reduced by the amount of the grant minus the overhead cost so that there is a net decrease in the amount of the GPF that is going to OPD?
