6.32 23-0655 Subject: Exclusive Negotiating Agreement With Oakland Pro Soccer LLC For The Malibu Property From: Economic Workforce Development Department Recommendation: Adopt A Resolution (1) Declaring A Proposed Temporary Outdoor Soccer Venue And Ancillary Support Spaces (Temporary Project) As Exempt From The State Surplus Land Act, Meeting Criteria Under Guidelines Section 102(H); (2) Authorizing The City Administrator To Enter Into An Exclusive Negotiation Agreement (ENA) With Oakland Pro Soccer LLC And Alameda County For The Potential Lease For The Proposed Temporary Project On The Malibu Property Located At 8000 South Coliseum Way, Which Is Co-Owned With The County, For A Term Of Six Months With Two Six-Month Administrative Extensions And Payment Of Nonrefundable ENA Payments Of $25,000 And Extension Payments Of $25,000 To Each Of The City And The County; And (3) Adopting California Environmental Quality Act Findings;

    I support this item. Oakland Roots & Soul are committed to Oakland and our community. Staff at the club work hard to ensure that they're in Oakland for the long term, and providing them a space to build an interim stadium will help ensure they're able to continue their great work here.

    As a District 4 resident and Oakland Soul & Oakland Roots soccer fan I strongly support the City of Oakland entering in this exclusive negotiating agreement with the soccer club. I loved being able to bike, walk, or carpool to matches at Laney College. The teams' support has only grown in the past 3 years, and now the teams need their own home stadium. I have been going to Hayward for their home matches at CSU East Bay when I can, but I wince every time video commentators say "welcome to Pioneer Stadium at CSU East Bay in Hayward". Having a home stadium at the Coliseum makes this family-friendly, affordable sports entertainment experience much more accessible, by BART, bus, bike, compared to Hayward. The Soul and the Roots have the most positive energy of any Oakland sporting entity, so let's bring them into the middle of the Town.
