    Gail Wallace, President, on behalf of the League of Women Voters: We appreciate the intent and proposals in large part. We object to Rule 24 eliminating the public's right to propose scheduling items. The record does not show what problems or inefficiencies this proposed change would remedy. We recommend instead, and only if necessary, attaching conditions to exercise of the right. Rather than eliminating this right, please consider modifying it. One possibility would be requiring that, before being able to propose a scheduling item, members of the public must provide evidence that they have contacted all Council members asking them to propose a scheduling item and have been refused or received no response. The benefit is that the public may thereby make a public record of their request. Otherwise the members of the public have no way to daylight their requests for the record and to create a public record of responses. Re: the issue of e-comment, the League definitely supports giving responses in this channel greater recognition. Please consider adding the category of "approve with modifications" so that a request such as this one can be more accurately characterized. With this comment, under the current three categories of oppose/neutral/support, I have to say I oppose the proposal for rules changes, whereas, in fact, the League supports the changes with the exceptions noted here.
