Recommendation: Adopt A Resolution (1) Approving A Records And Information Management Policy And A Records Retention Schedule; (2) Authorizing The Destruction Of Recordings Of Routine Video Monitoring Pursuant To Government Code 34090.6 (A) After One Year; (3) Authorizing The City Clerk To Review And Approve Requests For The Deletion And/Or Destruction Of Any City Records; And (4) Authorizing The City Clerk To Review The Retention Periods In The Records Retention Schedule On A Periodic Basis
I oppose this policy without further discussion and believe it should be pulled from consent. As it stands there appear to be substantive issues with the recommended policy.
This proposal violates City Charter section 603(b)(7) "It shall be the function and duty of the Public Ethics Commission to Review and make recommendations regarding all City systems used for public disclosure of information required by any law within the authority of the Commission." The Public Ethics Commission was not given an opportunity to make recommendations about this matter. Beyond that there has been little opportunity for public input. The staff report makes the outrageous claim that "No outreach was deemed necessary for this resolution beyond the standard City Council noticing procedures." Retention of City records is a critically important matter that needs significant public input.
