S5.32 24-0119 Subject: Homeless Intervention On 34th Street And Mandela Parkway

Recommendation: Adopt A Resolution Amending Resolution No. 89455 C.M.S, Which Among Other Actions, Authorized The City Administrator To Negotiate A Lease Agreement With The California Department Of Transportation (Caltrans) To Establish A New Homeless Intervention Site On Caltrans Right Of Way Parcels Located North Of 34th Street On Mandela Parkway (Property), To: (1) Specify That Any Intervention Established On The Property Should Prioritize Unhoused Residents From The Nearby Encampments In Council District 3; And (2) Direct The City Administrator To Identify The Necessary Funds And Seek The Necessary Approvals To Establish An Intervention Comprised Of Rapid Response Transitional Shelter Units With Appropriate Facilities And Supportive Services
I support this resolution! Recommending an amendment that a community advisory board be in place with representatives from Wood St. Commons, homefulness, and other grassroots unhoused community groups who are doing regular, on the ground support currently without institutional support.
full support! The unhoused in the area have been increasingly terrorized by regular sweeps without adequate/humane options. Contrary to the group that spoke last week, RVs and other vehicles should absolutely be prioritized. 
Based on the Oakland PIT in 2022, vehicle dwellers made up 58% of unsheltered population. 31% are in cars or vans which are often not able to participate in current safe parking programs. I urge the city council to get this lot set up for vehicle habitation and engage the local unhoused community to set up a system of at least co-governance. It's also widely obvious how ill prepared current service providers are in meeting people's basic needs and current sites are a human rights violation.
