5.4 24-0249 Subject: Declaration Of A Local Emergency On Homelessness

Recommendation: Adopt A Resolution Renewing And Continuing The City Council's Declaration Of A Local Emergency Due To The Existence Of The City's Homelessness Crisis
There is a need to address the crisis of homeless encampments around schools and children's parks in Oakland.One example is KIPP ACADEMY in West Oakland that Is connected to Marston Campbell Park between 16th and 17th on West street and Market street. There are now four encampments at in Marston Campbell Park that are impacting KIPP Elementary School and KIPP Bridge middle school. I know Oakland has an ordinance on the books that no homeless encampment can be within 50 t0 100 yards of a school or playground near children. This crisis of not enforcing this Ordinance needs to be addressed in this resolution.
