I strongly oppose diverting funds from Oakland's Sugar-Sweetened Beverage Tax (SSB Tax), crucial for public health initiatives. It is imperative to prioritize public health initiatives in budget allocations, especially in light of recent misappropriations where revenue from this tax has been used to plug gaps in the city’s General Fund rather than support targeted community-based programs aimed at enhancing healthy living, as originally intended. In the aftermath of COVID, we continue to confront a persistent public health crisis. Type 2 Diabetes, which ranked eighth as the leading cause of death in 2021, and disproportionately impacts low-income residents and primarily communities of color. This chronic, progressive disease often stems from dietary habits formed early, making it largely preventable. The SSB Tax was specifically crafted to address such health disparities and serves as a potent tool in public health policy. Diverting funds now would not only undermine these critical efforts but also worsen existing health inequities that already burden our community. Nearly 30 years since the CDC declared diabetes an epidemic, it continues to be a public health challenge. This team needs continued direct interdepartmental access to crucial services such as the OPD, Fire, OAK311, Violence Prevention, Code Enforcement, and Homeless Administration. Their efforts have significantly contributed to the reduction of crime, primarily through their ability to bring the COMMUNITY together to achieve common goals.
Neighborhood Services has consistently served residents effectively, acting as a practical and impartial liaison between Oakland citizens, stakeholders, and City Staff. Their non-biased, non-politicized approach has been crucial in addressing divisive issues within our community. They have remained fair, equitable, and respectful in every undertaking, embodying a community-first attitude. Their ability to unite the community and facilitate collaborative efforts has been pivotal in addressing difficult challenges and enhancing community safety.
I urge you to vote NO on the proposal to move the Neighborhood Services Division to Oakland Public Works. It is imperative that this program remains within the City Administrator’s Office, where it has demonstrated incredible effectiveness.

Please do not dilute the effectiveness of the Neighborhood Services operation by moving it from the Administrators office to Public Works. Burying Neighborhood Services in Public Works will undermine its effectiveness in coordinating multidepartment responses by Police, Fire, Planning and Economic Development. Safety, community vitality, investment, and neighborhood identity are not part of the Public Works mission; these objectives require interdepartmental cooperation which Neighborhood Services has managed effectively. Keep Neighborhood Services an agent of positive change in Oakland.

Oppose the use of Measure Q restricted funds to fund high level administrative positions and a number of other items not uses in the voter approved Ballot Measure. Letters from the Oakland Parks and Recreation Foundation detail all of the concerns.

We work closely with Neighborhood Services to address quality of life, safety, and community issues in our neighborhood. This ability to have direct and open access to city departments, such as OPD, Fire, OAK311, Violence Prevention, Code Enforcement and Homeless Administration, is critical. They serve as mediators, connectors, influencers between neighborhood councils and city departments. Burying them within the gigantic Public Works department will significantly impede their ability to assist residents in addressing the issues prioritized by neighborhood councils. I tis already complicated and administratively burdensome to get things done within the City. This move would make things even more complex.
