Recommendation: Receive And File The Annual Report Of The Rent Adjustment Program For Fiscal Years 2022-24
My name is Martina Cucullu Lim. I am a former tenants' rights attorney and am currently on the Rent Adjustment Program Board. RAP provides essential services to the City's residents and operates on an incredibly (unrealistically) lean budget. The numbers presented show a dire need to increase RAP's revenue. Assuming the revenue model is not changing (e.g. sustaining RAP with the City's general funds), I don't see how RAP can continue to provide its essential services without increasing the RAP fee. If we don't increase to account for its increased staffing costs (the result of increasing the staff FTE and COLA salary increases) as well as inflation, how can we expect RAP to function and provide the essential services so many of Oakland's residents rely upon? The RAP fee must be increased.
Similarly, I encourage the program to consider ways in which technology can be harnessed to improve access to assistance.
