We need to recognize the segments of people who are homeless and target solutions for each of them. Mental health issues and drug issues plague the chronic homeless and may be the most expensive to treat. There are also folks who need temprary shelter while they are supported to get more training, and help with employment and affordable housing. Why not create small housing units from Oakland's shipping "containers"...a local solution, to be used for people who qualify as temporarily homeless, not addicts or in need of mental health services...This could be a business opportunity and used to train people too.
