The RAP fee doubled; now $68 per year. Where does this money go? What are we getting for it? This needs to be make much more transparent.

While generally agree with this, you may want to do a bit more research on the history of DMV vehicle registration fees (most Californians will not recognize the term "car tab"). Governor Davis fell into disfavor because he supported ongoing increases to this fee. Also, it's difficult to keep the money out of the general fund, and dedicated to road work. An increase in the local tax on gasoline may be a better route, but people hate taxes.
