As a member of Oakland's Activist organization BlockByBlock Organizing Network(BBBON), I support Progressive Business Tax; but in this Measure, small homeowners renting Accessory Dwelling Units (ADUs) must be an exemption. These homeowners are generally lower income residents, often facing home loss, especially during this economic crisis. The Rent income from a room in a home will be taxed over 4X the San Francisco rate. Other cities exempt small landlords.
Current Rental Business Tax provisions penalize and discourage home owners from renting ADUs and require extensive Finance Department staffing resources to implement.
Renting an ADU on one's property assures more low-cost housing; helps stem homelessness, displacement, and gentrification; complies with State laws; costs the City nothing; and must be encouraged. Amending this Proposal to completely exclude such homeowners from the revised Business Tax is THE ONLY equitable and progressive way forward.
