The City needs more permanently affordable housing. Housing cooperatives are one way of providing this, while also giving residents many of the benefits of home ownership. A good example is the Emeryville Artists' Cooperative, which has provided affordable housing to members of that city's artists community for almost thirty years. In that case, the City of Emeryville financed the initial building purchase with a loan that has since been repaid by coop members' housing payments. This could be a model for a revolving loan fund dedicated to providing affordable units.
This protected path would encourage bike transit from Lake Merritt and West Oakland to downtown destinations, JLS, and BART, leading to less commuting by car, lower carbon emissions, and more people on the streets to patronize local businesses.
